<p>The China Compulsory Certification scheme is required for a list of product categories that includes many types of ITE. With revisions to the list of product categories in 2009, some categories of telecommunications equipment now also must have the CCC mark in order to pass customs for import into China. The certification process includes laboratory testing against Chinese national standards and inspection of the product's manufacturing facility.</p><p>Compliance International has over 15 years of experience supporting foreign manufacturers' equipment in China. <p>EESS Electrical Equipment Safety (RCM)<br class="" />Electrical equipment safety in Australia and New Zealand is covered by a regulatory scheme known as the Electrical Equipment Safety System (EESS), administered by the Electrical Regulatory Authorities Council (ERAC).  Certain equipment types (including but not limited to common kitchen and laundry appliances, luminaires and lampholders, extension powerboards, chargers and adapters, heaters, electric tools) must be submitted for ERAC Equipment Certification* by an electrical safety regulator or recognized certification body in Australia or New Zealand.<br class="" /> <br class="" />Before electrical equipment can be sold in Australia or New Zealand the local supplier and their certified equipment must be registered on the EESS, and compliance records and declarations of conformity must be prepared and held. Depending on the type of equipment there may be additional requirements under ACMA (radio and telecoms) and GEMS (energy efficiency) regulations. When all EESS and ACMA requirements have been met the Regulatory Compliance Mark (RCM) label must be affixed to the equipment prior to supply.<br class="" /> <br class="" />Compliance International can assist manufacturers and suppliers with all parts of the EESS, including ERAC Equipment Certification (SAA certification), supplier and equipment registration, compliance record keeping and issuing of declarations of conformity and declarant services.</p><p> </p><p> </p><p><em>* In many markets (and especially China) electrical equipment certification is commonly referred to as SAA approval for historical reasons - the peak standards body in Australia between 1929–1988 was the Standards Association of Australia (SAA).</em></p>
<p>Ministry of Electronics and Information Technology (MeitY), Government of India, has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012 on 3rd October 2012, making testing and registration of about 44 product categories mandatory. As per the order, the manufacturers of these products have to get their products tested for Electrical Safety as per Indian standard by BIS recognized labs and registered by Bureau of Indian Standards (BIS) for them to import, store, sell or distribute these goods in India. Registration is manufacturing location (factory) specific and there is a need of an Indian representative to complete the registration. BIS carries out surveillance testing on sample basis to ensure quality of testing and fair testing environment. The list of products under the CRS order is available here.</p>
<p>Electrical products which are manufactured to Malaysian, British, European or other International Standards (ISO) are eligible to join the product certification scheme. Product certification scheme which is based on ISO/IEC 17067 certification type 5, requires manufactures to produce products which conform to the applicable standards and adhere to quality control and quality production processes. A licensee under this scheme is entitled to apply product certification mark on the product to denote compliance with the standard. Factory audit is conducted to verify the implementation of quality management and production process. The products samples are tested and evaluated against the applicable standards before recommendation and approval. The products are also subject to after-market surveillance programs. Special labelling requirements are applicable to electrical products.</p><p>The Malaysian Energy Commission (ST) Certificate of Approval and Sirim Safety label are mandatory requirement for electronics and electrical equipment in Malaysia.  </p>
<p><strong>FSS Notification (Encryption)</strong></p><p>For any product containing encryption technology, including WiFi, Bluetooth and SSL acceleration, Russia's security service, FSB, requires that a notification be filed.</p><p>Compliance International provides turnkey support to file FSS notifications for encryption technologies. We build the technical registration package, interface with regulatory officials, and provide end-to-end management of the process.</p><p> </p><p><strong>GOST-R (Batteries)</strong></p><p>GOST-R certification for EMC and safety of telecom equipment and ITE in Russia has largely been replaced by the Customs Union Technical Regulations (CU TR). However, GOST-R is still applicable for batteries. Certification can often be issued based on an acceptable test report. A local applicant is required. <p>Taiwan's Bureau of Standards and Metrology (BSMI) regulates EMC and safety compliance for ITE. Testing to Taiwan's EMC standards can be performed at recognized independent test laboratories outside Taiwan. Safety compliance may require the involvement of a local Taiwan lab. A local representative is required and can be provided by Compliance International.</p><p><strong>BSMI Declaration of Conformity</strong></p><p>Taiwan's Bureau of Standards and Metrology (BSMI) regulates EMC compliance for ITE. Personal computers and PC cards are subject to DoC registration. Testing to Taiwan's EMC standards can be performed at recognized independent test laboratories outside Taiwan. A registered local representative is required to declare, hold compliance records and support labeling requirements and can be provided by Compliance International. </p><p>Compliance International provides turnkey BSMI RPC and DoC registrations in Taiwan.   We build the technical construction package, interface with regulatory officials, and provide end-to-end management of the approval process. We can provide the required local presence for those clients with no Taiwan representative.</p>
<p>Emirates Authority for Standardization and Metrology (ESMA) is the sole standardization body in the UAE under their law no. 28/2001. The regulated Electrical products will need to comply with ESMA’s Emirates Conformity Assessment Scheme (ECAS) for certification and registration prior to shipping products to the UAE. Conformity Assessment, Testing and Evaluation of the product is conducted by ESMA or its recognized conformity assessment bodies. ESMA issues an ECAS Certificate of Conformity to the product after it is demonstrated that it complies with the relevant requirements. This scheme is primarily intended to certify the safety aspect of the product under assessment.</p><p>The UAE Energy Efficiency Label program is supervised and managed by the ESMA (Emirates Authority for Standardisation &amp; Metrology), which is the authorised government agency responsible for the development of standards. A local representative is required to submit the application along with a test report from an ISO 17025 accredited laboratory and an equivalent star rating is assigned upon evaluation of Annual Energy Consumption (EER).</p>
